I have a Master Degree in Business Management and Human Resource Management, Bachelors in Criminal Justice, Associate Degrees in the Following: Fire Science, Criminal Justice, Law Enforcement, Corrections, Texas Peace Officer Specialization, Emergency Management, General Studies.

State Certified thru the Texas Commission on Fire Protection Basic Wildland Firefighter, Master Structure Firefighter, Master Fire Investigator, Master Instructor III.

State Certified thru Texas Commission on Law Enforcement: Advanced Telecommunicator, Firearms Instructor, Basic Instructor with 9,780 Career/Professional Training hours.

State Certified thru Texas Department of State Health Services: EMT-Basic, EMT-Basic Instructor.

State Certified Texas Department of Public Safety Private Security: Level III Classroom Instructor, Level III Firearms Instructor, Personal Protection Officer, Private Investigator.

Hays County Food Bank Board Member

Garlic Creek HOA President (4 years)

Raised $18,375.99 for the City of Buda Parks Department through Garlic Creeks 5K/10K race held each February.

Assisted in the collection and donation of 1054 pounds of food and raised $988 for the Hays County Food Bank in 2 years.

Distributed 3,200 pairs of shoes to Hays County residents in 2024 via a Garlic Creek shoe event drive.

Assisted with Buda's Veterans Day Parade in 2024 and 2025

Twenty plus years in the military. I am a Veteran of Enduring Freedom, Iraqi Freedom, and Operation Lonestar, being a military leader I was/am responsible for the well-being of my people. Including ensuring fair and compassionate treatment, taking care of their needs, being approachable and invested in their development. The military operates in constantly changing and unpredictable environments. Leaders must have emotional fortitude to manage setbacks, adapt to new information, and reconfigure plans to achieve mission objectives. Ethical leadership is a core military responsibility, leaders must act as a role model, promoting a culture of integrity and honesty.

2. Many residents are dissatisfied with road conditions, traffic congestion, and limited sidewalks in Buda. What specific steps would you take to improve mobility without overburdening taxpayers?

Instead of solely relying on general tax increases, the city can use diverse funding strategies and focus on maximizing existing infrastructure. What Hays County is going to attempt to do in 2025-2026 is Certificates of Obligation. These municipal bonds can be used to fund capital projects without voter approval. Buda can use COs for planning and design phases of critical transportation projects.

Pass-Through Financing: Partner with the Texas Department of Transportation (TxDOT) on projects for which the city pays upfront and is reimbursed based on the number of vehicles using the road. Hays County, for example, has successfully used this method to accelerate projects. Pursue state and federal grants.

Actively seek funding from federal and state programs like the Better Utilizing Investments to Leverage Development (BUILD) grant program, which supports surface transportation projects with significant local impact.

Maximize developer contributions. The city's Capital Improvements Plan (CIP) can require developers to construct or upgrade necessary road infrastructure as a condition of their new projects

3. Many in our city are fearful of the warrantless and extrajudicial removal of Latino members of our community by federal authorities. Where do you stand on the federal government’s deportation agenda?

The Buda City Council has no jurisdiction over federal laws or regulations.

4. With Buda's rapid growth, managing water resources and wastewater infrastructure is increasingly critical. How do you plan to ensure sustainable water supply and efficient wastewater systems to meet the needs of current and future residents?

To ensure a sustainable water supply and efficient wastewater systems, Buda is implementing a multi-pronged strategy that includes securing new water sources, expanding treatment infrastructure, promoting conservation, and exploring innovative solutions.

The city relies on both regional partnerships and local infrastructure to manage water resources for its growing population. New water source: Buda is a partner in the ARWA, which has developed the new $340 million Carrizo Water Treatment Plant and transmission system.  Increased capacity: Phase 1B of this project will provide Buda with an additional 6 million gallons per day (MGD), with subsequent phases planned to expand capacity to over 13 MGD by 2027. Interim agreement: To receive water from the new system, Buda entered an interim agreement with Kyle and San Marcos. Completion of the final pipeline segment to Buda is expected in late 2025.

 

5. Many of Buda’s most difficult roads are not owned by the city. How will you work with Hays County, TXDOT and CAMPO to ensure Buda’s transportation issues are addressed, including on the east side of IH-35 and the intersection of FM 967 and FM 1626?

To address Buda's transportation issues, particularly for roads not owned by the city, officials work with Hays County, TXDOT, and the Capital Area Metropolitan Planning Organization (CAMPO) to pool resources, conduct joint studies, secure funding, and advance shared infrastructure projects. These partnerships are crucial given Buda's regional position along major commuter routes and its rapid growth.

The city's Buda Moves! Transportation Mobility Master Plan considers regional connections and is a tool for collaborating with partners on future transportation development.  The city and county utilize financial tools like bond programs and partnerships with TXDOT to secure construction funding for improvements on the state roadway system.

6. As Buda continues to grow, balancing development with quality of life is essential. How would you manage new residential and commercial developments coming to Buda to ensure future projects align with the city's capacity and values?

To manage new residential and commercial developments in Buda, city leadership can rely on the recently adopted Our Buda, Our Future Comprehensive Plan. This strategic document, along with other master plans and the Unified Development Code (UDC), provides a roadmap for balancing growth with quality of life and preserving the city's small-town charm. Our Buda, Our Future Comprehensive Plan (adopted January 2024): This plan guides future decision-making with four main focus areas: Community, Activity, Mobility, and Economy. The plan includes a future land use map that designates appropriate areas for different types of development and lists implementation strategies.

7. What new business would you most like to see in Buda and how might you attract them to the city?
